If you make credit card purchases in Europe, you usually just pay for the merchandise in Euros and their converted at the rate for the day. If you get a cash advance on your credit card some banks charge a small percentage because you're using your card in a foreign country. The regular interest rates apply until you're paid in full. The confusion is the different charges that apply contingent upon the bank. JoeyandDavid is correct in being reluctant to use a credit card for a cash advance. Debit cards are better for withdrawals if you can find a partner bank. Use your credit card to make purchases when possible but make sure they don't charge an extra premium because you're shopping in Europe. The use of a credit card is also safer than cash. I personally only use cash for very small items like inexpensive souvenirs, snacks, or bottled water. I use my credit card for the big ticket items that may be over $200.
