I personally think they are a wonder idea and all the ships should carry them. But I think the cruiseline heads do not want to take the responsibility if someone should try it and something goes wrong. I personally would want anyone to try it, if I needed it. Every second counts!

A community as large as a cruise ship should have many defibrillators. They should be located so that there is one close enough to retrieve in no more than 2-3 minutes. As far as misuse people misuse things all the time but we still have railings for people to fall from.

1285 - less than the price of many cruises. I think that during the life boat drill, people should be told where to find them just in case.
