They did not want to let me in but I told them why so this once I did but never otherwise. I am an RN and wear scrubs all day so dressing up a little is fine with me. I totally would as long as I looked nice. I think dress shorts might be able to be pulled off. :) I once wore flip flops under my formal dress on one cruise!
